Are 1.5 million Afro-Iraqis the reason Iran believes Iraq needs their influence?

I had the worst time ever producing the video on Iraq's major threats.  Yes, we know the Iran-backed crowd vs. the none-Iran backed crow or, better said, al-Sadar.  But after creating news videos on Iraq for over two years, no less than three videos a week and sometimes four and five videos a week, I realized that the political drama, the Iraq vs. Iran political drama, ISIS, protestors, electricity problems, water shortage, and disease there was still something missing.  I felt like the core of the problem was still unknown to the general public.

You know that feeling you get when something is not right, but everyone is telling you everything is okay?

I returned to my thoughts when Saddam and his son were acting out.  I researched my mind to remember my true thoughts at that time.   I remember clearly thinking that Saddam seemed entangled with forces that were not his own.   The parties, the second wife, strange events.

It was no secret that Saddam's enemies were now running the country, and I always knew they would run into the same problems Saddam did. Once they realized the previous leader's issue, they would be more understanding. and things could get better.

However, this time when Saddam's critics were running the country, I watched very carefully.  And I saw either closer ties with Iran or out-and-out acceptance of Iran trying to run the country via Iran-backed politicians.

I saw the protest.

I saw the deaths.

And I always knew there were over a million Afro-Iraqi people in southern Iraq, but I never researched their history or relationship to the Iraqi government.  I knew there was discrimination.  But what I didn't realize is there are over 1.5 million Iraqis in southern Iraq of African descent who are unhappy with how they have been treated for decades to centuries.  Living in unclean conditions with no hope of employment.  Iraq has been extremely quiet about this group of people.

Yet, I wonder if the major block of energy is why the Iraqi government appears to be in disarray.  Is this why some people believe aligning with Iran will help them better control the country?
