Kuwait delivers memorandum in protest to Iraq's Federal Supreme Court Maritime Agreement

The Assistant Minister of Foreign Affairs for Arab World Affairs, Ambassador Ahmed Abdul Rahman Al-Bakr met with Ambassador Al-Manhal Al-Safi from the Republic of Iraq to Kuwait and delivered the State of Kuwait's memorandum in protest.
This was in regard to a ruling passed by Iraq's Federal Supreme Court concerning the agreement between Kuwait and Iraq regarding navigation in Khor Abdullah. Both countries ratified this agreement through Laws No. 42 (Iraq) and No. 4 (Kuwait) of 2013 before it was deposited with the United Nations.
It is not clear why Iraq is rejecting the agreement.
